答案是A吧。
题weaken题： historical costing对于军事合同来讲并不是一个经济有效的定价方法。（当时差点看成对生产商了！）
       题目前提是： 政府付给军火商的钱=上一年的合同价格+当前通货膨胀率一定的百分比金额
       A. 政府继续低效利用资金。就是说不管以前是不是花钱花错地方，今年还继续这样。 明年又基于今年乱花钱的基础上付钱，显然这个方法不好嘛。
       B.通胀率变化又怎么样，并不能说明这个方法不好
       C.合同价格会极大地被材料成本变化所影响又怎么样，成本变化引起的通胀率的变化早就考虑进去了，也不影响去年的合同价格。跟定价方法好坏没关系。
       D.无关选项
       E.无关选项

谢谢~~~后来跟同学讨论了之后也理解的题目的意思了.....开始我也看成是对供货商了，后来才发现是对整个合同！=  =囧
