Graduate GPA cannot replace a low undergraduate GPA, because most schools have a LSAT/Undergrad GPA index. However, it may help as an additional factor.
for most international students, GPA is NOT an important factor as for domestic students.
the reason is it's impossible for comparing the validity to domestic college.
for US applicants, even you have the same GPA as other applicant, it still will make big difference. A gpa 3.8 from MIT is aheaded of a gpa3.8 from Univ of Arkansas by miles.
but they cann't value the gpa from international college. How good is this school ? same level as Univ.of Arkansas or MIT?
so advice for internation applicants, provide the rank of your GPA as well as the original GPA. It will provide some additional infos.

In other words, if you consider GPA as a disadvantage, provide as little infomation as possible.
