我也觉得D不正确，D的时态是将来，可是后面的从句明明就是环境学者已经意识问题的发生并要采取措施了，所以使用将来时态应该是不正确的啊

首先B肯定是不对的，“at a cost” 在B中修饰的是谓语动词“propose”，而propose一个议案并不用花很大成本，真正花钱的应该是那个project，所以B篡改了语意，或者说不符合逻辑；

再说D，确实，whose cost will……are beginning to……有时态问题，所以也不好。

但相比之下还是B的错误更明显咯。
