这题选错了 后来回顾的时候觉得c可能是irrelevant， 但是d选项我想了很久也不明白。。factories that were operating at full capacity last year并不代表这些factories今年就didn‘t operate at full capacity，所以也并不代表今年该国的exports就会有所改变啊，我觉得这个选项是irrelevant的。。

选c我能够理解，但是b选项为啥错不理解。。b选项里如果第一次的xrays就能显示ankle injuries don't involve any fracture， 那不就更能证明后面的follow ups 都是在waste money吗？我觉得应该是strengthen才对啊。。
