LZ，这道题OG的英英解释的非常清楚了，可以在仔细的看一下OG啊。
语法角度说的话，be done是用动作发出者的也就是by...，这里是municipalities are allowed to dump by A 1972 agreement，说明dump这个动作是agreement出台后才有的，所以过去完成时不能用。

thx 。。。og就是讲了dump动作发生在agreement之后不过没说为什么就觉得不解。。。

为什么的话就把被动一起理解进去，从动作打出这理解就OK了

可是我的疑问是，如果选A的话，municipalities had been allowed to dump phosphates就不一定是by 1972 agreement了。可能是by其他的agreement，在1972 agreement签订之前。
请牛牛指点一二！感恩！

这样理解吧：句子的意思是说双方达成一致要减少麟的倾倒量，如果你选A，就是相当于减少已经倾倒的量了，请问，已经倾倒了怎么减少？难道再把捞上来？句子意思就是想表达减少以后的倾倒量，正如OG上解释那个动作是发生在达成协议之后

我比较同意这位同学的说法。如果选择A，那么 市民被had been allowed，是被谁？不清楚，就是语义不清楚。
