我在白勇语法里也看到过, 你仔细看第一句.
独立主格结构是由一个名词或代词(作为该短语结构的逻辑主语),加上一个分词、形容词、副词、 动词不定式或介词短语(作为该短语结构的逻辑谓语)构成.

away 作定语? 感觉有点是.......   还有高见或同感的吗?

我的疑惑是来自于  
the proposal to (tax)     对税的提议
the proposal to (tax away all capital gains...)  对于短期投资资金收入不涉税的建议

因为觉得第二句合理一些, 所以才想到独立主格, 但独立主格通常是要用逗号与主句隔开, 以前也没见过形式的这种独立主格, 所以矛盾了
