用helr的因果逻辑晕晕的，哪一部分是前提 哪一部分是结论，傻傻分不清楚，求Helr/NN

In order to improve the long-term savings rate of its citizens, Levaska‘s government has decided to introduce special savings accounts.  Citizens can save up to $3,000 a year in special accounts without having to pay tax on the interest,
unless they withdraw money from the account before they reach the age of sixty-five.  If they do withdraw any money before that age, they have to pay tax on the accumulated interest and a penalty.

菜鸟非牛，个人愚见：结论就是整篇文章所要论证的，以某些事实为前提得出的一个作者的看法（因果结构中），或者是针对一个事实所做出的解释（果因结构中）

第二题中：先确定 thereby takingadvantage of the high price of cotton to increase their income significantly atleast over the next several years. 为结论，然后看前面的cotton价格上升，soybean没前途，农民换种cotton发现只有这些成立才能导致农民赚钱。也就是说这个逻辑时间发生在前，它是基础也就是前提了。

这几天也在看helr的文章，还有很多不懂，希望能够一起讨论啊

同求问第一题，疑惑的地方是这一题的推理模式分类（Helr的），这一题和prep 08(72-125)里面的78题几乎是一模一样的原文。可是为什么这一题是因果推理，而78那一题是方案推理呀？（如下）

To improve the long-term savings rate of the citizens of Levaska, the country's legislature decided to implement a plan that allows investors to save up to $1,000 per year in special accounts without paying taxes on the interest earned unless withdrawals are made before the investor reaches age sixty-five.  Withdrawals from these accounts prior to age sixty-five would result in the investor's having to pay taxes on all the accumulated interest at the time of withdrawal.

Which of the following, if true, most strongly supports the prediction that the legislature's plan will have its intended effect?

Helr：该论证中显然涉及到了一个方案，而且该方案没有被评估过（论证中最后一句话是方案的内容介绍），所以我们由此可知，本题肯定是方案推理。

非牛，最近也在研究helr的论证方法，硬着头皮看得，因为没有时间换看别的方法了。这两题确实挺让我迷糊的。我在开始做71题的时候一直觉得这是方案，始终不能明白为什么因果。

78题这个是属于方案，是因为L政府的决定制定了这个方案，但是还没有实施。从“to improve”能看出来。方案的推理，题目中就只是提到了方案，解释了方案，但是没有评估方案。“国家的立法机关决定实施一个plan，投资者在special saving accounting里至多能存1000刀，需要付利息税。。。。云云”。要注意，这一句只是对这个plan的解释，就是说，具体这个plan是怎样的。并不是评估。

楼主贴出来的71题中，in order to improve，就是说这是这个plan的目的。也是最后的结论。题目中能看出“本国居民可以在special saving accounting中能存至多3000到每年，不需要付利息税”。这一句就是已经对该计划做出了评估。有了评估的话，就说明这个题是因果。
