正确答案是：requring turtle-excluder devices on shrimp nets is protecting.
其中有个错误选项是这样的：that require turtle-excluder devices on shrimp nets are protecting.很困惑为啥在这里不能用that从句呢，而要替换成requring的形式，而且原句在requring后有that，这不就正好是用that从句来说明require的内容吗？？为什么在正确答案中又要去掉that呢？？？

requring turtle-excluder devices on shrimp nets已经很完整的修饰和说明了laws.没必要再去搞个宾语从句。而且are protecting 和their compliance不一致。

原句后面that的内容是: require that sb. be sth. 的结构，但是你说的正确选项和那个错误选项中是没有be动词出现的。所以直接就是require sb. +介词短语。

哦哦 这样 还有一个问题 就是代词指代的问题 我记得你说过代词不是就近指代，那怎么判断它指代的到底是谁呢？？难道只根据逻辑意思？那这样来说的话，只根据逻辑意思而没有语法上的根据的话，就判断不出了呀？？还有就是平行结构中 如果and连接的是很长的两个部分，那到底要看and连接的哪两个词呀？？

关于代词指代的问题。
1. 如果两个句子用一个连词连接，第二个句子的主语是代词，那么应该是指代第一个句子的主语
Marry wants to go shopping with Lily's mother, but she has to finish her work. 显然,这里的her指代的是主句的主语Marry,而不是Lily' mother.
2. 一般不要只是因为代词可能指代不清就排除一个答案，一个错误选项应该会有其他的考点。除非代词错误的特别明显，才用这个方法。看看这条解释吧：http://www.manhattangmat.com/forums/post40400.html#p40400
3. 关于and连接的问题，你最好举个例子。我觉得要看连接的成分，最好是先看原句，根据逻辑和语法来推测出来，因为有的时候错误选项可能会把两个不相干的成分当做平行结构。有一道题很有迷惑性的。

如果require与impose平行的话 那require前应该有that呀？？为什么没有呢？？

这里的that省略了啊，因为that实际上指代insurance plans，后面的并列谓语impose and require。
比方说： I have many friends who work in Beijing and live in Tianjin. 这里如果在Live前面添加who，虽然也是平行，但是感觉多余了。
