举一个例子推翻 E：如果两个county根本没有人〉80，000。那末percentage of households with an annual income of $80,000 都是0。不存在大于。

At first i chose C. But now, after deliberate consideration, I think C is erroneous, because it provides that " the percentage.... in M with $40,000 is the highest" can not lead to the conclusion that" the number......in M with $40,000 is the highest".
