新手上路在找argument的错误。
以下是argu30的题干和CD上的提纲，但是非常不懂提纲中的第二点，求高手解答！
题目原文：
The following appeared as a recommendation by a committee planning a
ten-year budget for the city of Calatrava.
The birthrate in our city is declining: in fact, last year’s birthrate was only
one-half that of five years ago. Thus the number of students enrolled in
our public schools will soon decrease dramatically, and we can safely
reduce the funds budgeted for education during the next decade. At the
same time, we can reduce funding for athletic playing fields and other
recreational facilities. As a result, we will have sufficient money to fund
city facilities and programs used primarily by adults, since we can expect
the adult population of the city to increase.

Write a response in which you discuss what specific evidence is needed
to evaluate the argument and explain how the evidence would weaken or
strengthen the argument.

提纲：
本文结论(1.由于我们可预料城市的成年人口将会增长2.我们将有充
足的钱为主要被成年人使用的城市设施和活动提供资金)
1.如果说人口数额的绝对值，那未必有充分的论据来说明他增长(老
年人会死去反驳成年人口会增长)
2.成年人口在人口总数中占的百分比增长然后青少年的教育和投
资，由于低出生率这种对社会或者政府来说的固定成本可以减少
(reduce the fixed cost of the society )所以就可以导出可以将这部分
钱，甚至是超过这部分由于青少年减少而减少的开支省下来的钱
（10 年内，很多青少年变成年人，由社会的消耗者，变为财富贡献
者） 可以投入到别的项目中

提纲的第二点是在support作者的观点嘛？写作的时候不会乱么？
