想翻出来这道题在讨论一下。

文中只说了1871年后continue to...，但没说1871年前如何

而选项D只说了 1871年前"sometimes".

安知不是"always"?

这是我对选项D的怀疑。

有人能说明为何选项E错么?   我认为E是原文转述没问题

“According to the passage, which of the following was true”的题型可以在原文找到清晰明白的对应文字。
根据题目，确定关键词federal government & Native American tribes，找到有用信息为“Many commentators believe that this change had already occurred in 1871 when Congress abolished the making of treaties with Native American tribes. ”其实看到这已经可以判断D是正确的。
但有的童鞋可能看到了后一句“ But in reality the federal government continued to negotiate formal tribal agreements past the turn of the century”而心生疑问，其实那个But in reality只是对D观点的修正，即 commentators认为1871以后双方就不再negotiate，但事实上negotiation一直持续到19世纪末，直到1903 Lone Wolf v. Hitchcock这个case的出现。因此，D选项说1871年以前还会negotiate是肯定没问题的。

P.S. 纠结细节是很浪费时间而且伤神滴，我觉得D里面sometimes这种detail和其他四个选项赤果果的错误比起来，根本就不值一提啊~
譬如E选项，不用对应原文找信息都可以排除，因为题目问的是federal government & Native American tribes的关系，E里面强调House和Senate这两个Chambers谁更有power一点，Native American tribes反而成了配角。因此，果断地排除！

E所说的政府权力增大的情况应该是在1903年LM事件出了之后的~1871这个时间点只涉及到是否废除treatise~
