Yes, I think that you can bring your own pencils. However, the test center will provide you with sharpened pencils. So it shouldn't be a problem. Just make sure to tell them that you are brining your own pencils.
I am not so sure when they are changing the questions, but I believe it's somewhere around 20-22.
