首先是这个句子怎么翻译啊？concerns 。。。led to construction。。。to serve。。。这样对么？具体中文意思是什么啊？
还有就是总觉得led to sth to serve。。。这个结构有点怪异，应该是lead sth to do啊。那这里to serve 具体修饰的是谁？这个句子有没有省略一些东西所以我才看不怎么懂。。求解惑。。

我觉得 to serve修饰的是 separate sewer systems
因为句子本来应该是 led to the construction of three separate sewer systems to serve metropolitan Boston  between 1876 and 1904
但因为of的结构太长所以才吧between提到了全面。
而且逻辑上也应该是分流排污系统服务城市，而不是人们的担忧或者是某个项目的建造。

对公共卫生的考虑促使了三个服务波士顿的分流排污系统的建成。

如果你有曼哈顿语法的话，看258页，中间的位置。
例句：A plan to conquer the world is in his files.

这道题的句子确实很奇怪，应该用排除法来做。A选项是最不奇怪的一项。
