我觉得应该是保护不够的意思，跟overprotected相反。

6.55" main idea: the ocean species are declining mainly because human's unrecognized fishing activitives.protection should be enhanced to balance the vitality of the sea.
      ocean remained outside the focus several years ago. more and more species vanished from the ocean because people fishing.deep-water fishing will cause much more damage to the creatures such as coral,then scientists suggest that people may use a long line which will cause less damage. scientists want to absorb the CO2 and keep the oxygen at about 50% in the water but this may lead to the high acidity of  the ocean and cause some creatures to die. However, a low acidity will do harm too. To keep the vitality of the sea, there should be more protection and ban on the fishing or mining activities in the sea.
