Didn't you contact the PhD assistant at your school? They should provide you with some information regarding accommodation. I think the best way is finding something through an agency: http://campuses.insead.edu/europe/accommodation/index.cfm You will pick up some French along the way, if you would like. However, given the busy schedule of PhD study, it is probably not essential if you don't speak French. Of course, if you wish to stay in France after your PhD, you may want to learn more.
PhD has nothing, absolutely nothing to do with MBA. Extreme cases are allowed, of course. The school is quite family-friendly, better than many other schools. You have nothing to worry about the language at INSEAD, since English will be the only one used. :-) Accommodation: near Fontainebleau you can find somewhere to live. I have concerns about French since communication with local communities is foreseeable, and maybe inevitable. As for the accommodation, does INSEAD offer dorm? I prefer a place near the school.
