答案是E, 我想是不是因为文中提到'the steel thus produced earns more foreign exchange that it costs'，就应该从'foreign exchange'上作答？ 我开始选了D. 我觉得正因为以后的需求量会更大，现在才应该进口以保证储备为以后做准备。我不太懂OG上对D的解释'Choice D would support the policy only with assumptions about the reasons for the experts' prediction.' 谢谢NN们帮助！对于D，你们有什么更好的办法排除吗？

你做了2级引申，e是base在cost方面的直接支持，d只是单一的客观现象，并不能决定将来的行为。

我选了E，但是仔细看，还是觉得有问题。

有两个过程：1 外购废铁+加工成刚。2 自己挖铁矿处理成铁+加工成刚。比较应该比较1和2 的第一个过程，而E是比较1中的加工成刚，和2的处理铁矿。这是怎么比较的？？
