正确答案为C。这题应该没把localize当做一个split，不过我还是有点疑问，按照上面的结构来看，are localized是被动态是对的，说实话我觉得用主动态更通顺，不知有何解？

有的是main verb的被动语态


有的是VED作为限定性的noun modifier，但是也可理解为被动

localize修饰的是functions，显然functions不可能自己去localize，需要一个动作的发起者吧，只能用被动语态～～～
