这题虽然不难，很容易选，但是我有点不明白的是，就好像我们一般生活中遇到一件什么事情做选择题，A在某方面比B好，那么我要完成这件事情肯定就会选择A啊，难道每一次都要去论证A+B是不是会比单独选A更好吗？？？？

这道题的关键点我觉得是 doing the most that can be done to reduce，就说明N公司尝试过了，单纯用Scrubber是最好的，所以才有了文章最后一句的conclusion。我们要选的是让这个conclusion成立的补充条件。所以就是D。
