GPA and GMAT are combined as a factor for the B-School to assess your 'academic study' capabilities. B-School needs to be sure that you can finish all the required courses. A GPA is an easy way, but you can explain that in your essay or interview that you were not very interested in the way the undergraduate courses were tought in the school, try to list some courses that you did well and say that's because you're interested in those courses. But for sure, you need a very good GMAT to balance the weakness in GPA.
From my observations, leadership and potential are the most critical things that B-schools are looking for from potential applicants, and your experience seem to demonstrate you own those characteristics.
Take some time to think about how to prepare the GMAT, get a good score, it may not be as difficult as you thought. Then you're on your way, the last thing you want to do is to waste your time with NO decision or stratgegy. You know what I'm saying ;) Good luck!
I think your backgroud is very good! GPA is not a very big problem. You can prove your academic and intelligence by getting a good GMAT and TOEFL score. I know somebody(GPA 2.*) got four top 20 offers.
