occupancy rate是床的占用率，在这些占床的人中，有的人是登记过，‘合法’住；有的是自己未经admitted 就住进来。

我能明白为什么选A. occupancy rate 是床位使用率，admission rate 是招收病人率。

我想之所以大家对两个词有疑惑是因为大家根据题目所给数据，假象不到当时的情况，我现在就处于这种困惑中。。。

Between 1975 and 1985, nursing-home occupancy rates averaged 87 percent of capacity, while admission rates remained constant, at an average of 95 admissions per 1,000 beds per year.

Between 1985 and 1988,
however, occupancy rates rose to an average of 92 percent of capacity, while admission rates declined to 81 per
1,000 beds per year.
