E  merge意思疏忽了，这篇的时候头有点晕

而alliance对应原文的consolidation

所以我认为答案是C。

就是E当中的merge应该是兼并的意思，也就是2个或2个以上公司合在一起

对,consolidation既有合并加固的意思,又有联合团结的意思.原文整体上说的是怎么做cooperative alliance,基本上没有说合并的情况,所以这里consolidation应理解为联合的意思,E用merge错.

我赞同E。这里有一些商业术语要注意，consolidation对应merger是公司合并的意思，而cooperative alliances是战略联盟，这并不是由deregulation本身导致的，而是文中提到的那家公司提出达到sharply increase的效果。我认为这个alliance就是现在那个著名的Star Alliance。
