问个寂静语法题

The tribal covered lands that were illegally sold by the State of Connecticut in 1856 were formally granted the Tribe federal recognition.

其中covered是做什么成分？我感觉cover可以做谓语啊，为什么后面还有were formally granted ？？？

covered是分词，不能作谓语。因为tribal只做形容词，没有名词译法，如果是名词才可以考虑cover是不是谓语
