Issue: Every individual ...justice, so they obey just laws, disobey or resist unjust laws.
Argument: one study shows during the last ten years,the percent of people reported wearing helmets increased by 80%. Another study shows  the bycycle accidents also increased by 200%. So government shoud lauch education concentrate on other factors rather than wearing helmets.
