在遇到并列结构中无法判断是否是正确搭配的时候，可以把并列成分单独拆开，分别带入看是否成立：

B中拆开的成分与后者搭配后为： in the damage forests in the.....

以及in the slowing of the growth of forests in the....，很明显，前者的搭配是错误的，两个名词damage 以及forests之间少了to；damage to 的固定搭配；

那么the damage 跟the slowing of the growth of forests in the。。。并列不行吗？

可以并列，但逻辑有问题；如果并列，那么damage to what？一个句子中不可能出现一个指代不清的单词出现的。

这个B加上to会不会有可能指向the growth of forest,而不是forest本身呢？

不要告诉我说逻辑上damage不和the growth搭配（我们现在找的就是语法与逻辑句意不一致的情况，光就逻辑意思一条判断不全面），我想问一下语法上damage to是否存在指向the growth 的歧异？

续楼上所述，似乎damage to the growth of / the slowing of the growth of 之间是可能发生指代的,但the damage (n.) to 和the slowing of (动名词)的平行性有问题,越看越晕,请nn指点。
