题目：The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.
     
   Achievements of scientists, who are the elites of a nation, can really enhance the development of a society, which is the same with artists. While admitting the great function of achievements made by elites of a nation, I strongly agree with the author's statement, in which he states that the surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.
 As we all know, it is the elites of a nation that enhance the development of a society greatly. Scientists, who focus on the unknown part of the world and aimed at creating new technologies, benefit our society a lot. It is scientists that invent modern technology which make it more convenient for us to live. Artists, who are chasing beauty and spirits, make a great contribution to our spiritual life and comfort our hearts. Rulers, who can A nation is surely grossed with those great achievements.  
 However, a great nation should not only be judged by the achievements by its elites but also by the general people. It is obvious that elites are just in very small number. A great nation should not judged by achievements of small part of people, but by the rest. It’s totally possible in a nation, that there are several excellent scientists and artists, however, the rest of people are living in poor. How can a nation like this, which may be in riot, be defined as a great nation? Additionally, the ultimate purpose of those elite should be benefiting the general people, who are the real owners of a country.
 In a great nation, the general welfare of people should be primary in a nation. The government should support those elites’ work but never at the cost of sacrifice the benefits of general people. The strongest power, which enhances and maintains the development of a nation, is from the general people. Only when the general welfare of people is ensured, a nation can turn better with thousands hands of general people. On the contrary, if the welfare of people is harmed, people may go to oppose the government and may cause disorders in society.
 In the conclusion, the general people are the real owners of a nation. Elites like scientists, who may have great achievements which may enhance the development of societies greatly, are in small number and can’t represent the whole nation. Consequently, the surest indicator of a great nation should be represented by the general welfare of general people.
