这个正确选项是d，但是这个句子还原之后是什么样子呢'
it形式主语that从句真正主语，that从句是到fault结束呢还是到句末？
其次，不管that从句到哪结束，还原之后句义还是that什么什么很难被说，而不是句子所要表达的很难说他们是错误的，或者说他们不负责任的。。我也不知at fault什么意思。。
还望baby姐指教
