同问，54题D选项好迷惑，我查了意思是证实例证的意思，按照楼上的解释，貌似可以理解了。

我对54的理解是C说的是事实 old plants stills generate SOx and NOx. 但是其他几个选项就不能从原文100%的推断出来

53题原文说 new requlations have imposed extensive compliance costs on companies sitll using older industrial coal-fired burners that generate high SD and NO outputs,for example new facilities generally aviod processes that sould create such waste products. new facilities 避免了释放此类物质的流程，但是Old plant 仍然存在，所以选C  要付更高的compliance cost.

文中说了旧的技术往往会继续使用,从而说明了新管理出来后,还是有人采用旧技术生产

这说明，产生污染物的老工厂一开始是不被监管的，现在有了new regulations要对这些老工厂收取高昂的费用（extensive 对应c中的high）。反向思考一下，如果这些老工厂现在不会产生污染物，即都是环保的，还有必要付extensive compliance costs吗？
