题目里已经说了，首都的新车比例一直相对比来说是高的。这个所谓的comparatively我觉得是和其他城市，也就是全国范围比较的。所以A就没有任何理由了，因为新车比例大家一样，就算首都旧车多，相应的其他城市旧车也就多。所以不能就是首都的特殊情况
