Well, a lot will depend on WHAT he has done at work and how much he has succeeded, and how many promotions he got, etc. But overall international experience plus a 700 is a good start. It might be a good idea to retake the TOEFL though, as 100 is a bit low for top programs (and its much easier than the GMAT)!
