      Many scholars have theorized that


           economic development, particularly


           industrialization and urbanization, con-

subdivisions) generally enacted

than did rural cantons.  However,


these cantons often shared other


characteristics—similar linguistic back-


grounds and strong leftist parties—that


may help to explain this phenomenon.

    No, I don't think so. I think the words you marked are the citations that the author uses as the evidences of "industrialization" not "urbanization". Furthermore, I think the numbers are national. You can't limit them to urban area.
