In my view, the issue is complex, not as the section suggest above. The issue should be go into seriously according different conditions.
  In the first place, the protection of the natural resources is a global issue. All of the countries in the world should pay attention to it. Because the natural resources are transmitted over the world. It is no use if there are only a countries or several countries to make sacrifice. For example, American imports wood ingredient from China. Multinational corporation exploit the Africa’s fossil fuels,etc. There must be a international agreements to regulate the link between the these countries.
  Second, although it is hard to say, it is hard to deny that some countries have self consideration. These countries sometimes benefits from some deals at the cost of making other countries suffer from sacrifice. So the leadership of the international agreements should be erected to monitor these bargains.
  On another hand, the international agreements should be made according to different circumstance based on the varieties of countries. Take Arabic as an example, the Arabic is closed by desert. The only natural resource they are riched in is the fossil oil. The Arabic people has no measure to live if they do not export oil. So the international agreements should take this case into consideration. Then we also should pay attention to the developing countries, such as north Africa, which is famous for its poor economic and amounts of natural resources . The countries need sum of money to build their lands, but they have no money, they only can live on the export of its natural resource.
   In the final analysis, I want to stick on my previous point that the international should be adopted and should be discuss according different conditions because different countries has different conditions.
