The recommendation of the president ofAmburg’s Chamber of Commerce intends to do good to the city, which is worthy ofbeing plauded. However, what he suggests to do is not necessarily true underthe circumstances. A lot of flaws in the argument denies my acception andagreement to this proposal. From my point of view, to confrim the president’sstatement, we have to make it clear at least the credibitily of evidence ofthree things.

First of all, is the data of Belleville’sbreakthrough in their vandalism control reliable and worth emulating? Accordingto the argument, Belleville city achieved a lot in declining the vandalismwithnin a month, but the duration of that achievement is not yet to be told. Wefeel it reasonable to doubt what happens after that month. Is the vadalism ratereviving gain soon after that month? Perhaps those vandals just feel fearful tothe high-intensity lighting for the very beginning to wait and see how powerfulthis equipment is, but resume to do what they did in the past boldly when noticingthat the lighting does not work that effectively. Therefore, more evidenceabout the validity of the lighting in the long run has to be given to makepeopole convinced.
The police patrol on bicycles strategyneeds more time and evidence to tell its actual effect. Since the presidenthimself has mentioned that the police patrol is just begun recently in businessdistrict, we had better make it operated for a longer time, giving it a durableand comprehensive test. What if the police who just embarks on the patrol arenot accustomed to this new way of vandalism control so that they cannot beadept in it so quickly? Maybe one or two months later, things can get muchbetter when everything is much more familiar to these patrolling policemen.What’s more, the policemen are said to only watch the business district, possibly** vandals change their target from the business distric to somewhere elsedoing their bad things. To expand the area of supervision may be conducive tothe supervision. We cannot deny the efficacy of police patrol without enoughtrials and evidence.

Another evidence needs to be covered is thegenuine reason of neighborhoods’ delince in Belleville city. In the argument,the arguer expects to revitalize the bleak neighborhoods by reducing vandals.But do we have enough evidence and proof to say that it is these crimes thatmake citizens to move out? Some other reasons are also valid in some other aspects,such as the economy reccesion, the environment damage, or some unfriendlypolitical policies. As I see, a sound and profound research has to be conductedto test the real cause of the shrinkage of neighborhood before blindly taking actions.

Apart from what is mentioned above, a lotof other things has to be confirmed to make the argument conpelling. How doesthe high-intensity lighting fuction and work? Does it make sense intimidatingvandals even in the day time when lighting seems not useful? How much moneydoes the lighting cost? Will it cause some problems to neighborhoods at nightto disrupt their rest? Since a lot of things alike remains to be solved, Icannot agree with the recommendation made by the president.

"Last October the city of Belleville installedhigh-intensity lighting in its central business district, and vandalism theredeclined within a month. The city of Amburg has recently begun police patrolson bicycles in its business district, but the rate of vandalism there remainsconstant. We should install high-intensity lighting throughout Amburg, then,because doing so is a more effective way to combat crime. By reducing crime inthis way, we can revitalize the declining neighborhoods in our city."
