一來可能是代表已經提過的東西

若採用D

the energy限定, 後面帶入produced是(which is)prodced的簡化
強調the energy是指法國生產的

但是第二個劃線部份就相當不清楚
所謂comes from並非關代解釋
只是單純說33%的energy是來自德國的核電
the energy沒有解釋就加了冠詞
代表先前提過的
變成指向法國的energy
句意出錯

肯定D。whereas 是要接平行的主语的， 在这里主语是 energy

不明白就算是全球各国的核能有什么不可以的，句子只是表达 法国/德国 产出的能源中多少是 来源于核能，哪里的核能不是重点吧。

To sum up, firsly, parallelism is needed here, no matter on Verb. usage(comes from & derives from) and the total structure of the sentence.

Secondly, the logic here requires that "account for" should be substituted by "cones from" or "derives from"

Last but not least, as for modifier pro, maybe the explanation provided on the 61st floor makes sense.
