我想说的是我支持第二种说法。spend as much money as possible for our basic needs on Earth. 支持的原因是因为：intensifying on providing basic needs on the earth and solving problems that exist on Earth would bring many aspects of advantages, for instance,...,and also it could ground our exploring in outer space.

不知道如上面这样说可不可以。哎，基础太差，还得硬着头皮赶考，没办法啊。幸好在这里可以向很多人学习。

英文似乎也不大对。

ground A in B: A is based on B. don't translate every word literally into English. think it in english directly.

you may try to say that " Satisfying the needs on earth is a precondition for exploring outer space ". Just guess...
