No. 1 Cornell--their MS/PhD is the top in HRM
UIUC is among top 5, both MS/PHD are under Institute of Industrial Relations
OSU also has a HRM program, in its business school, both MS/PHD
Other programs like Purdue business school is also good--but only master degree.
There are some Bshcools provide PhD in management with a HR focus. Most of these programs may be more easily found under the concentration of organizational behavior, I think. Seperate HR concentration is not common, at least I don't see many.
I applied Master's degree last year--rejected by Purdue(they prefer professionals), but accepted by UIUC and OSU. Cornell require GMAT or GRE with writing--I didn't have GMAT that time, so didn't apply.
