1. The passage begins with an example: A private firm of military garment recently lost a huge contract, because it failed to compete with a prison-based state-owned garment-making company. This was due to a law that favors prison-based state-owned company. The runner of the private firm says this is unfair.
2. As seen from the above example, prison industry is facing more and more critiques among the public. The fundamental reason is that some law requires that US defense (or other governmental headquarters) buy materials/products from state-owned prison-based companies, if the price is comparable to that offered by private competitors. This forms an unfair competition. On the other hand, the labor in prison industry is very cheap, placing the prison industry an inherent advantage over private competitors. Given the present socioeconomic background and the public concern about unemployment, it makes sense that prison industry is facing critiques among the public.
3. about prison industry: back to 1930s.... The prison industry is conducive to social well-being in multiple aspects: (a) doing labor work largely benefits the inmates in that they not only acquire useful skills/techniques that will help them in future career but also have their mind shaped so that they are less likely to commit crime again. Statistical data supports this notion. (b) the prison industry produces products with low costs (of course, low quality compared to general industry), and this kind of cheap products have some market demand. So the prison industry has a reason to survive in the market, partly to combat the low-labor Chinese products.
4. in the prison industry: a shift to green energy Inmates are currently being trained to perform works related to new energy... (some examples) This training will allow the inmates to have necessary skill set in finding a job after getting out of the prison. Some energy company worries about the competition from those prison-based firms, and calls for legislative regulation.
