对于D， as it does for paved roads中的it是无所指代的，因为maintain是个动词。

应该不行，这样的话，maintaining 就是修饰roads了 ,不觉得很别扭吗？说不通了。

我也有个问题：B中的dirt roads ……to maintain，是不是可以改成dirt roads……to be maintained，我感觉应该是

roads 应该是maintain 的宾语，不能成为maintain的施动者吧？

我觉得do可以省略阿，看了比较的庖丁解牛，上面说，如果句子没有宾语，只有主谓，那么可以在比较词as/than后面直接跟比较的主语成分，不用补足谓语成分，因为不会造成主语和宾语比较的歧异。我觉得这里就是这种情况，do完全可以省略阿。另外，to maintain是不定式结构，所以省略do也不会有歧异的。。。困惑中/
