可以预期的是经济不好时，收入下降，有部分学生会读免费的公立学校，政府规定公立学校会保持免费，不管是在繁荣还是不好，而且保持学生/老师比例不变。那么经济不好，读公立学校的学生多，需要的老师多，加强了结论。

第二题：
premise 1:Three percent of current retail sales is lessthan the amount collected through property taxes 说明税收会下降
premise 2:__________________

要想证明结论，premise2 肯定是说税收会上升之类的。新开了一家店，税基就上来了，注意如果只吸引国内的人的话，假设需求水平不变，那么税基没有变化，只是个零和博弈，如果吸引外国游客，那么税基增加，所有收入上升。

第三题，犯了很明显的not all things are equal的问题。
用近几百年的海洋盐度上升率来估计海洋的历史。事物是在发展的，你不能保证单位时期内的盐度上升率都一样。A选项把这个考虑去掉了。

对于第二题，我一开始也选B，然后又改成D了，后来做错了才知道D是不对的，因为原文Three percent of current retail sales is less than the amount collected through property taxes已经把D考虑之后retail 还是小于property，想要retail大于property必须打破现在的局面，B符合要求。所以不要轻易改答案啊。
