数学笨人请教一道OG题

这道题该怎么理解呀？答案没看懂，因为不太明白这道题问的是什么。谁能帮忙解释一下咧？不尽感谢

应该是。。。需要多少个小格子来显示每个城市到其他五个城市之间的距离吧不能重复
