I think the whole paragraph tells the definition of technology determinist by the constructivists, who misrepresented technological determinism. 冒号 does indicate that this is the view of the constructivist. The second sentence “The alternative to constructivism, in other words…” reiterates(as evidenced by "in other words") the definition that are supposed (or misrepresented) by these constructivists. If you continue to read into the next paragraph in this article, you can see that Clark provided sort of “generally accepted position of determinists”, which is different from the “extremes of the constructivists”.

都是否定，但是否定的对象不同：A：认为把它看成determinist错，B：认为把技术看成供给工具错。

作题我觉得要考虑环境，文章在这里想说的是C人认为把技术简单的看作一种工具是不对的，而不是说不把技术看成现代化改革的主要原因错。所以在这个背景下，作者否定的肯定是B
