通常来说，impose...on...比较常用，表示利用；欺骗；施加影响于；
impose to do:
Mr. Zhu reiterated China's strong opposition to efforts by some nations to impose carbon tariffs to protect their industries. 朱光耀重申，中国坚决反对一些国家提出的通过征收碳关税来保护本土工业。
impose for doing:
The decision maker must create or impose a method for making the decision. 决策者必须要创新或改进一种方法。
impose for sth.:
First, it is unfair to impose harsh penalties for small offences. 第一，对小罪小犯实施严厉刑罚有失公允。
