D选项为什么不对呢？如果新的制冷剂能够抵消氟利昂对地球大气的破坏作用不是也可以防止已存在与大气中的氟利昂对臭氧层的破坏作用吗？不太理解，求高人解答详细的推理过程。谢谢！

我觉得书上的翻译是有问题的，最后一句话说“ prevent any further Freon damage to the ozone layer （apart from）除、、、之外 that being done by the Freon already in the atmosphere.”应该是：进一步阻止F对大气层的破坏，除了那些已经存在于大气层中的F：也就是说，新的制冷剂不能到大气层去阻止已经存在的F，所以D是错误的。

I think the key is the difference between "counteract" and "prevent any further damage". The latter is more strict and harder to accomplish than the former.
