USC 这到底是不是录了的消息呢？

前面收到的 USC需要财产证明因为不知道录不录所以跟他们说好了可以晚点交今天收到如下邮件
Your application for admission to the University of Southern California has been received and reviewed. I am pleased to inform you that you are academically eligible for admission to the Fall 2012 semester as a graduate student majoring in **; however, your application is not yet complete.
In order to comply with U.S. Visa regulations, you must provide an affidavit of financial support before an I-20 or DS-2019 can be issued to you.
这意味着我进了？还是交财产证明？
