The answer is C (to).  But I think the obvious mistake is B(make up).  It should be makes up.

The answer is right(C). But what about D? is it correct? what's the meaning of this sentence if following in this way?

为什么我的资料上的答案是B呢？改make up-----makes up.究竟是B还是C呢？
