 我觉得原文说因为烟草的收入占了很大比重如果削减这部分的销售会减少很多收入,但是如果整个国家的医疗都是由政府出钱的,那么削减烟草收入就会降低医疗支出,从而抵减了因减少销售烟草造成的revenue的损失~所以A削弱~
