To answer your question, yes! I would say Em-Lyon/Edhec are tier II. A 8-10 schools should fall into tier III. During my stay in Paris, I rarely met somebody from Tier III school (maybe it's because my social circle is not that big).
When it comes to whether spend a year in preparing your GMAT/TOEFL, it's completely your call. You can spend a year doing internship in top company (make sure it's a top one, it would be very helpful when you look for internship in Paris), push up the GMAT/TOEFL, and polish the application.
One thing I have to mention, 99% people feel full of momentum at the moment they make the decision, and then waste time here and there (weibo, korean TV, karaokee, anything an ordinary Chinese college student would do), and the whole Gap Year is canned. Don't make it happen to you if you decide to stay here for one more year.
