The passage is mainly about Obama's optimistic address to pessimistic US citizens. (background pessimism, what he talked about, what he has done as a president and the outcomes, how others comment on him)

American people are very pessimistic nowadays. According to a survey last Oct, about 2/3 of people think the American economy is not doing well. Obama is not satisfied at this public pessimism at all. Therefore, he delivered an address (when? 记不住了,好像"this Tue"?), saying that:
NO pessimistic views allowed!
People are wrong! Actually we are doing pretty good - list some good news, for example: Irac (本拉登); the good news from automobile industry....
We do need American spirit... We are strong... Our economy is doing well right now and we have even brighter future....
....
To sum up, his speech was just as enthusiastic as always.

What he has done during his presidency?
He proposed a bunch of proposals aiming at boosting the American economy, but, ironically, most of them were killed by Congress.
One example is the on the tax issue. Obama proposed to eliminate some tax deduction and increase the tax rate for high-income people. According to Obama's proposal, people who earn 1 million a year would probably pay about 30% of their income as tax.
Obama's argument was contradictory to HT's statement about fairness in 1949. Obama reasons that: if the tax law helped the rich save some money on tax (the saving that was not a big deal from the aspect of the rich, but huge for the society), then there would be a "breach" in the US treasury that must be made up by people in poverty, otherwise there would be an issue of deficit.
This proposal affects high-income people, for example one of his rival (?) who makes a lot of money by investment. Of course, this proposal was not passed by Congress.
3. how others comment on him
Republicans said that Obama's recent address was just similar to that a year go. "Same rhetorics", they commented. They simply criticized Obama, saying that he was merely good at bombasting and that he had not done any effective work. Interestingly, Obama also commented the statement made by his rival as "same rhetorics".
Obama is now preparing for the upcoming presidential election, and in this address he somehow showed some of this argument/proposal.
