对于ＯＧ来说，一个名词的前面或者后面连着跟两个修饰成分很有歧义而且也不简洁，我觉得Ｂ和Ｄ就错在这里……

不是牛人，分析一下：

A中，主语是the act(法案），谓语是established。

also是副词，不是连词，因此不涉及和哪个动词并列的问题。

that引出的定语从句修饰the act；

Washington,D.C是插入语，做city的同位语。

歧义：act approved...,and established... 好象2个谓语动词。 至于WHICH我觉得不是歧义的根本，至少不是很重要

这个我觉得是句子重心问题，而且如果是伴随的话，aslo就不对了啊

我发现EST总对特定的句子有特定的表达。 比如这个done,doing, S+V+O. 就没有done,S,doing,V+O. 好。

新东方的石林语法说过which可以跳跃修饰，最多往前跳一个，难道that也可以跳跃修饰act吗？
