若并列，没有连词，这是两个句子。若是并列关系，明显 run-on。
判断独主还是并列，看看去掉是否影响逻辑语义。翻译一下就知道了。
若单纯作为插入语的话没有系动词，更主要的是逻辑主语不一致，同位语更解释不通。

我挺同意13楼说的，这个句子不能构成平行结构。was不能省略，因为前面的是were。平行结构没有平行标志词和短语，两个句子构成了run on巨型。作为一个自带逻辑主语的分词短语做伴随状语，如果说是独立主格的倒装倒是更像。因为独立主格是把一个句子化简成短语形式成为一种更为简洁的表达手段，并且是可以作为伴随状语的。

并且看了其他几个关于这到题的讨论贴，他们询问了一个在美国的文学博士、一个语法老师。都选择了E并说一眼就能看出来选项是对，更让我觉得这种就是一个习惯说法。
所以楼主就记住这种表达就行了，遇到此类变态题注意下就是了

这道题的正确选项是D,两个修饰语同样也没有连词......或许这种结构（即被修饰对象紧跟在两个修饰语后面）中的修饰语间不需要加连词（或者可以省略）
另外你那题的was被省略很符合省略的规则

刚才又看了一下LZ的题目，发现和我那题区别还是挺大的，但是我还是觉得and的省略有异曲同工之处

楼上这个不一样把，这句话的两个修饰语的逻辑主语就是主句主语 the federal immigration station 。而先前的句子的插入语不可以修饰主句主语，还自带了逻辑主语。。所以成为了一道讨论了n多年的悬疑题。。。
