答案是A，我能理解，但总觉得理解得不透彻，谁能具体讲解一下其中的关系？

我看不懂题目啊，Governor Verdent任期内预算增加为6％，前任任期内预算增加为5.5%，怎么就Governor Verdant's term have caused the slowdown in the growth in state spending？

呵呵，原来是问weaken呀，刚才看了半天我也不明白“Governor Verdent任期内预算增加为6％，前任任期内预算增加为5.5%，怎么就Governor Verdant's term have caused the slowdown in the growth in state spending？”

看了选项我就明白了。选项说前任的inflation比V的高，而且6％高于inflation的3％，所以V政府的钱应该是incease 而不是slowdown，所以weaken。

这是假设型的WEAKEN。原文推理中假设通货膨胀率也一样越来越高，扣除通货膨胀，0.5%的预算增长不算高。E否定了这个假设。说通货膨胀其实是变低了。
